How does purchasing real estate in Mauritius work?
Mauritius is one of the most foreign-investor-friendly destinations in the world. While foreigners are allowed to purchase property, it must be done under clearly defined conditions. Investors can only buy real estate within government-approved programs such as the PDS (Property Development Scheme), IRS (Integrated Resort Scheme), RES (Real Estate Scheme), and the Smart City Scheme. These projects offer luxury apartments, villas, and residences in carefully planned gated communities.
The first step is to select a property and sign a reservation agreement, along with paying a reservation fee—usually between 5% and 10% of the purchase price. Afterward, the developer submits a transaction approval request to the Economic Development Board (EDB), the government body responsible for overseeing foreign investments. The application includes the buyer’s personal information, documentation proving the legal source of funds, and details about the selected property. The approval process typically takes between 4 to 6 weeks.
Once the EDB grants approval, the notarial deed (Deed of Sale) is signed and the full purchase amount is paid. The buyer is also responsible for additional costs such as:

After the Purchase
Once the purchase is finalized, the buyer gains full ownership of the property. Moreover, if the value of the property exceeds USD 375,000, the investor and their immediate family automatically become eligible to apply for permanent residency in Mauritius.
