Can Foreigners Buy Property in Oman?
Yes, foreigners can buy property in Oman, but there are specific regulations governing this process. Full ownership rights (known as freehold) are available only within designated areas called Integrated Tourism Complexes (ITCs). These are special zones developed to attract foreign investors and boost the tourism sector. In such complexes – including Al Mouj Muscat, Muscat Hills, Saraya Bandar Jissah, Shangri-La’s Barr Al Jissah, and Hawana Salalah – foreigners are allowed to purchase apartments, villas, and plots with full ownership rights. Additionally, buying property in an ITC can grant residency rights for the owner and their immediate family.
Outside of these designated complexes, foreigners can acquire property only under usufruct rights, meaning they can use the property for a set period – typically 50 or 99 years – without owning the land itself. Since 2020, new laws have been introduced allowing foreigners to obtain usufruct rights in selected areas of Muscat, excluding strategic or culturally sensitive locations.
There are regions where foreigners are not permitted to buy property, either as owners or under usufruct agreements. These include areas such as Jabal Akhdar and Jabal Shams mountains, border regions (Musandam, Al Buraimi, Al Dhahirah, Al Wusta), as well as areas near military sites, palaces, archaeological zones, and farmland. These restrictions aim to protect Oman’s national security and cultural heritage.
In summary – yes, foreigners can purchase property in Oman, but full ownership is only allowed in specific tourist-designated complexes. In other areas, time-limited usage is possible. Before buying, it is highly recommended to consult a local advisor or lawyer to ensure full legal compliance.
